MRTKLIB FCB Module — Fractional Cycle Bias data types and functions.

This header provides FCB (Fractional Cycle Bias) read and update functions, extracted from readfcb.c with zero algorithmic changes.

Note

Functions declared here are implemented in mrtk_fcb.c.
